Referee Information


BYSL REFEREE Responsibilities


1)  Rosters are required for all games and must be presented by each team during the pregame check in.  Rosters shall be state generated rosters from the FYSA online system - NO OTHERS ALLOWED.

2)  Player passes are required for all competitive and premier league games.  A player pass without a picture or proper signatures is not allowed to play.  Passes must be laminated.  (Look at the team code to determine the level of the game).

Recreational rosters should have pictures on the back and should be laminated.

3)  Goal anchors are required.  Games may not be played without anchors.  This is a USSF rule that must be followed for player safety.

4) No jewelry or hard orthopedic casts may be worn at any time during a game.  Taping jewelry is not allowed.

5)  Game reports are required for all games when cards are issued, if a player leaves due to injury, or any other incident takes place that is not normal.  If a team does not show up (15 minute grace period) or the game is ended early due to weather, a game report is required.

 

BYSL Card Procedure

Ejections - Red Cards:

1.   The referee will return all passes, including ejected players/coaches,  to the coach/team manager after completion of the game.  Keep a copy of the roster so that you may have the information to correctly fill out the game report.  The game report must be filled out correctly and legibly so the BYSL Discipline Chair can apply the proper sanction per FYSA Rule 502.

2.   Within 48 hours, the referee must email a game report to the BYSL Discipline Chairman.

3.   If the ejection is for referee abuse or referee assault notify FYSA, per FYSA rule 502.7, within 48 hours.   Timing is of the utmost importance.


Cautions - Yellow Cards:

1.  The referee is to return ALL passes of players/coaches receiving a caution upon completion of the game.  Keep a copy of the roster so that you may have the information to correctly fill out the game report.

2.  Within 48 hours, the referee must send (email preferably) the game report to the BYSL Discipline Chairman.

Injuries or Unusual Incidents:

1.  The referee is to return ALL passes of players/coaches upon completion of the game.   Keep a copy of the roster so that you may have the information to correctly fill out the game report.

2.  Within 48 hours, the referee must send (email preferably) the game report describing the injury or unusual incidents to the BYSL Discipline Chairman.

 Suspended players/coaches:

1.  A player shall sit on the team bench during the suspension, but must not be in uniform.   A coach may not be on or near the bench!

2.  Referees will be asked to sign the Player Red Card Sanction History Report verifying the individual sat out the game you are officiating. 

3)  Game reports are sent directly to the appropriate discipline chairman.   The report must be filed within 48 hours of the game.

4)  Per FYSA Rule 504, Red card suspension or send off suspensions can only be served with the team with which the suspension was earned in games played by their team.   Until the suspension is served the player/coach is suspended from any other team(s) to which the player/coach may be registered.
